Michael Carbone: Example of a True Public Servant, Grayslake D46 School Board member

As the evidence mounts on the insider politics, the unethical behavior, the criminal activity and the use of taxpayer resources in electioneering in Grayslake D46, there is one person who has stood out as an example of a true public servant. This person is School Board Member Michael Carbone. Not only has he taken much personal bashing, name calling during his tenure, he has been the target of smear campaigns. The most egregious attempt was when the board censured Michael Carbone in March 2011, just a few weeks before the school board election.

To give you a history of the events and why the censure was a political smear campaign.

  • The notice of the censure was sent to the teachers in the district along with jokes about the fun they were going to have at the meeting.
  • The censure named a school board candidate that was supported by Michael Carbone
  • FOIA discovered the use of taxpayer resources to sway the election. These FOIAs have led to the following:
    • Reprimand of Superintendent Ellen Correll
    • Board President use of taxpayer resources sent to the Cook County State's Attorney
    • Lake County State's Attorney concluding School Board member Sue Facklam committed at least 2 felonies. Board member Sue Facklam censured because of this.
    • More ethics violations sent to Lake County State's Attorney, investigation involved: Superintendent Ellen Correll, Board members Ray Millington, Sue Facklam, Karen Weinert, Former board member and district consultant Mike Linder, Teacher Union President Diane Elfering, PSRP Union President Christine Wilson, and several staff members.
    • Grayslake D46 Schools went to court to prove they can legally lie about anyone with impunity.
  • Received a letter from the Illinois Attorney General stating there was no evidence for the censure.
  • Open Meetings violations and ongoing investigation into the improper discussion and deceptive planning to hire then Board President Mike Linder.

It is time for you to move on Lennie. You have dragged Grayslake Dist 46 through the mud enough and need to stop wasting taxpayer money on your vindictive cause. I do not view Mike Carbone as a leader. Anyone who thows a hissy fit and gets up from the table at a public meeting to sit in the audience, is not a person I will ever support. If he was such a leader, he would have won in the last election. Time to let time heal the wounds and let Grayslake move on, with out all the distractions that your group have caused. It seems you have cost more money then you have saved.

@Softball Jim, let me get this straight, you are happy with all the unethical behavior, criminal behavior, the hiring of family and past board members, et al? It is a shame you appear to not like the truth being exposed to the public.

BTW, the actions of the board and administration are who is causing the expenses through their own actions and their continued stonewalling. This could have been completed last summer if the board had been willing to work me.

To your other point, I know I have saved the district millions because of the changed behavior and the uncovering of no-bid contracts.

They claim I cost the district money because I FOIAed the district and exposed the ethics violations, use of taxpayer resources in an effort to elect incumbent board members Facklam & Garcia,felonies, open meeting act violations, abuse of power and possibly fraud. The district chose to expend (and still are) a lot of money in an attempt to coverup all of this behavior.

Steve, please feel free to FOIA all the contracts and monthly costs to get exact figures related to the changes due to the uncovering of the no bid contracts if you wish. Again, those are just a portion of the savings. While you start with those, I will continue to focus on solutions as usual.

If you wish to know more, please attend one of the upcoming events I will be speaking at or an upcoming training session where I teach others how to hold their local taxing bodies accountable. You will also learn how to save taxpayers money, potentially millions of dollars as I have done in Grayslake; how to work with taxing bodies to help them become fiscally sustainable. You will find them very enlightening and informative as the many others who have attended.

Steve, don't blame Lennie for your own LAZINESS. He has been doing this for years. For him to look up everything FOR YOU, is a plot for wasting his time. He has mentioned several things, but the problem is, you just don't want to take your time, you just want to throw accusations to try to discredit him. Google him for pete's sake! Google district 46! My children can google to find out their own answers. Sheesh!

By the way, I didn't know the Patch let people write an article in "Local Voices" without the author giving their full name. Interesting. Why don't you want to identify yourself?

Again, you don't like the answers, they are there and it is google-able as well! It frustrates me when someone asks answers that someone has already given. READ and google, please!!!

Just so I am getting your whole answer, you have no "association" what-so-ever to schools... right? Unions, contracts, etc... Don't tell me you have a child in a school, because that is not what I mean and you know it.

How do you know so much about ED RED? What is your association with them? Why would you want to use taxpayer money to work lobby against taxpayers?

ED RED DOES lobby against the taxpayer, using taxpayer funds to do so. Period.

In Northbrook, her case was turned over to the Cook County State's Attorney who did not prosecute. I don't know what punishment the district handed down.

In D46 she was also found to have committed ethics violation, but the board ignored it's own board policy and refused to act on the findings.

As far as I know, Mary's husband is still working in the district.

They need a policy to prevent these insider hiring and nepotism. There were 2 former board presidents, 1 spouse and 3 children hired of board members and administration in the district that I know of. Not sure how many more.

@Sandra, it is wrong for both sides to name call. All of us have much in common. We'd find that out if we would just start having honest discussions without all the hyperbole, name calling, generalizations, and impugning of motives. We are all adults and should act as such.

Many of the problems on this website is perpetuated by anonymous posters who think they can bully others into silence. There has been way to much bullying on here and in the Grayslake area for far too long.

I am not going to hide or be bullied. This is one reason I use my own name. I want everyone to know who I am and what I stand for. That should be the goal of every one of us.

As I've stated many times on here, anyone is welcome to come talk to me. I will come to your meetings as well. All children deserve a quality education and it is up to all of us of to work together to make sure that happens. I'll be happy to help train and support candidates in the Spring elections that want to bring fiscal sustainability to this and any other school district.

With or without you, we will unseat Millington, Surroz, and Weinert. We may not get them all, but we'll manage to pick a few of them off. Facklam will be quite easy. As a matter of fact, I'd be surprised if she even attempts to run again. One thing for certain, should she decide to run, I intend upon getting my hands on one of those special gift cards....

@Sandra, again, the @TWL person is a prime example of why anonymous commenting is bad for all. My guess is that they do not even belong to the tea party. They are just a nut trying to cause problems.

I believe you are also jumping to conclusions, just as they are. The people in the LC Tea Party are not like this nut. As I've stated many times before, we all need to talk to each other to find out the truth and not be so quick to jump based on distortions and generalizations.

Matter of fact, this person might just be someone posing as one of us. You just never know on these anonymous sites. There is NO accountability. I would suggest you look at past articles that Lennie has posted in. You will see PLENTY of name calling towards Lennie, so he knows how you feel. You are free to do what you want, but you are welcome, as anyone else is, without fear of this kind of faceless comments at the meetings. There is just concern for solutions.

You have to admit that you have a thing for D46. You are not going after any other taxing body, they way you are going after D46. I have yet to see you go after your own town, township, park district, high school district or fire department. Why is that?
You have taken money that should be going to the children. The children should be the # 1 priority. Just looking into the FOIA's for D46 back to the 09-10 school year you and your wife have almost 20 FOIA's requested and those are just the ones posted. Your group have many more, including Shannon & Kip.
In April 2010 D46 posted this on thier website:
CCSD 46 employees involved in researching and preparing April FOIA response: 8
CCSD 46 employees total man-hours: 65.5
CCSD 46 FOIA cost for April: $2,709.36
Legal Fees for extension: $606.00
TOTAL COST TO CCSD 46: $3,314.36

So there is at least 3K that was spent trying to apease you. That is money that could be spent on the children.
and back to what Steve has been asking. How much specifically and on what projects did you save D46 Millions of dollars. You surely have the information close at hand. You must have done the math somewhere to come up with those dollar amounts.

I also find it funny that there has been a breakdown of cost of FOIA's from salary people that have filled them. Whose rate have they broke it down with?

Besides, it isn't Lennie that has cost the district money, when it has been the cover ups and cronyism from certain board members, certain administrators, etc, that have cost the taxpayers outrageous legal fees.

Keith said in the board meeting last Wednesday, it's a witch hunt... but it is only a witch hunt if nothing is found. There has been TOO MUCH found. Way to much, and the excuse of "I didn't know" isn't cutting it anymore. People are watching and you would be surprised how many people are starting to work with Lennie now. They are tired of it all right, but it isn't Lennie that they are tired of. Mike, Lennie, etc where all right, and people know it now.

I would invite everyone to look at the latest board meeting where the administration is now asking for money from other funds to cover the districts over spending and balance the books this year.

LOL @Softball Jim. You may also go read my blog, as Steve is doing, and you will see many other taxing bodies I have done FOIAs in other districts and/or exposed issues with them. A quick list of those are Grayslake D127, Waukegan D60, Woodland D50, Big Hollow D38, Round Lake D116, Zion, Antioch, Winthrop Harbor, and others across IL that I can't remember off hand. My focus has been mostly Grayslake because those are my districts. And yes, I have done work at the County and Village levels also. You may need to have a google alert on my name to keep up.

BTW, I find it hilarious that you keep telling everyone Shannon and Kip are a member of my group. Neither has ever been a member.

Let's see:

Sue Facklam in her email to Mary Garcia: “Don’t let them turn us in; gifts to register to vote is probably illegal”. As a Deputy Voter Registrar, she would have been trained that this was illegal.

State's Attorney to Sue Facklam: "a felony violation of Illinois election code by handing out the gift certificates".

and "Please do not interpret our decision not to prosecute you at this time as an acceptance or acquiescence to your violation of law. Should we learn of additional violations of the Election Code be assured that we will not hesitate to prosecute you to the fullest extent authorized by law."

All this along with reprimands, open meeting violations and other ongoing investigations by the people @Homer said, "These people know right from wrong!"

The evidence is clear. The facts are displayed for all to see, if they care to look.

BTW @Homer, you are not immune from libel suits, unless that is, you are commenting in an official capacity of a local taxing body. Are you?

Only a casual observer with this stuff, but with the elections coming up in a hurry. Carbone has no business representing the citizens on the school board, in the county, anywhere. Michaels past, which he of course downplays, is exactly what his present is, he is a guy who thinks he can do whatever he wants, he's a classic bully. And it's funny, Lenny his apologist has been nothing but the same for the past couple of years on here.
