Yingling Supports Bill to Increase Protections for Victims of Violent Crimes

HAINESVILLE, Ill. – In an effort to protect victims of attempted violent crime from future attacks, state Rep. Sam Yingling, D-Hainesville, supported House Bill 3744, which would allow the court to order electronic monitoring on a person who has attempted to commit certain violent crimes.

“I’m happy to join every single member of the House who voted to support this bill and send it to the Senate,” Yingling said.There are few occasions where legislation demands such strong bipartisan support and I am proud of my colleagues for coming together to put politics aside and pass a common sense bill that will help protect individuals from future acts of aggression.”

House Bill 3744 amends the Code of Criminal Procedure and allows a trial court to order a GPS tracking device on a defendant as a condition of bail, if the defendant is charged with domestic battery, kidnapping, unlawful restraint, or first degree murder. The legislation was created in response to the death of a Lake County resident who received an order of protection against her ex-boyfriend, and the despite the order, the resident was later killed by the ex-boyfriend.

“It is absolutely important that when a victim of a violent crime is going through the court process the state must do everything in its power to provide safety and security for the victim during that challenging time,” Yingling said. “When our citizens put their trust in the court system and local police departments for their safety, we as leaders of our communities must make sure that we are providing them with all of the tools they can use to ensure a victim’s continued safety. I am saddened by the need for this bill, as I am with all bills that are reactions from violent crimes, but I am proud of my colleagues in the House for working together so quickly to pass this bill. I urge the Senate to act with haste to approve this legislation.”
