Sam Yingling: Promise Made, Promise NOT Kept - Salary

Sam Yingling did NOT return his salary to Avon Township as he stated. He put the money into a Foundation that HE CONTROLS outside of the Township

Documents show that monies Sam Yingling was telling people he was giving back to the township actually went into a Charitable Foundation in which Sam Yingling is the Treasurer. The name of this foundation is the Avon Township Charitable Foundation. The other members of the foundation, as setup in 2010, are Wendy Warden and Cynthia Haram. From the evidence, it appears Sam Yingling has not been telling the people of Avon Township the truth.  

The Foundation shows income of $6273 on 12/31/2010. According to the Attorney General Charitable Database search, there has been no financial filings since 12/31/2010. This leads to the obvious questions,

  1. Why has there been no filing as required by law?
  2. Since Sam Yingling is the Treasurer, where is his accounting for these monies?

In the PDF documentation, page 12, it talks about 2 things that need highlighting [emphasis mine]:

  1. "the organization shall be authorized and empowered to pay reasonable compensation for services rendered"
    which means Yingling can pay himself with this money as a slight of hand to the taxpayers. Without the full accounting we will not be able to know the truth.
  2. "No substantial part of the activities of the Organization shall be carrying on of propaganda or otherwise attempting to influence legislation, and the organization shall not participate in or intervene in (including the publishing or distribution of statements) any political campaign on behalf of, or in opposition to, any candidate for public office."
    The words used here "shall not", "publishing", "distribution of statements", and "any" in reference to a candidate or political campaign appears to have been violated by the check poster, statements by Yingling himself and the Avon township website.
