Carly acted irresponsibly - this is a common thing for teens (and many adults); it may have been a problematic (within normal expectations) error or may have been a true ongoing problem. This blunder of irresponsibility had disastrous consequences - a little girl was killed. Carly did not consciously set off to kill the girl. Nor, would I have any reason to believe as snl asserts, that more than a few (let alone everyone) truly register when they are impaired or how impaired they may become - they know people do it (e.g. huff), they may have been exposed to being told about bad things that can happen, but generally are not accustomed to first hand experience. They, as a former kid client once explained, don't live by the motto "a word to the wise should suffice." which inherently leads to both vulnerability to themselves and danger to others. It seems to be getting more and more difficult for kids to find adults who are worthy of trusting, so that they might more often have interest in that word to the wise. You can't punish your way into that.
